Jaipur Metro Rail Corporation (JMRC) had entrusted IUT to study the feasibility of the merger of JMRC & Jaipur City Transport Services Limited (JCTSL) into one JTA (i.e. Jaipur Transport Authority); in order to achieve the goal of providing better & efficient urban mobility to commuters in Jaipur. The study showed that urban mobility depends on a very large number of elements and all needs to be tackled in a holistic manner to bring about lasting improvement in urban mobility.

Urban Transport services not only include bus & metro but non-motorized transport, personal vehicles, IPT modes and allied infrastructure facilities. Further, it would include laying down policy, strategy, standards, traffic engineering & management, enforcement, transport demand management, etc. Therefore, as per NUTP, 2006 provisions, the proposal was given for making a full time statutory professional body, the Jaipur Transit Authority (JTA) on the line of UMTA, with representatives from all city transport agencies, authorities, cells, departments, and stakeholders including the surrounding region.

At the behest of the Ministry of Urban Development, Government of India, a review was undertaken by the Institute of Urban Transport (India) for studying the status and progress of Bus Rapid Transit Systems (BRTS) projects in India and their expected efficiencies. To undertake this review, visits were organized in 12 cities (Raipur, Pune, Pimpri-Chinchwad, Bhopal, Indore, Kolkata, Surat, Ahmedabad, Rajkot, Vishakhapatnam, Vijayawada and Jaipur) that have functional BRTs or are in the stage of developing BRTs. The study does a review of the implementation issues and problems as well as the success stories in BRTs projects. It focuses on offering guidance in anticipating implementation problems and developing strategies to solve them along with highlighting the physical and financial status of all the BRTs projects in the country.
